Kabar soal harga rokok naik beredar di masyarakat luas, bahkan kenaikan harga puluhan merek rokok itu sudah tersebar dan heboh di media sosial baru-baru ini.
Pesan berantai yang menyebutkan 42 merek rokok mengalami kenaikan harga tersebar secara luas melalui aplikasi pesan WhatsApp.

Dalam pesan itu menyebutkan harga rokok per 1 Januari 2020, di mana besarannya berkisar Rp 30.000 hingga Rp 50.000-an.

Beberapa merek rokok yang tertera pada pesan berantai ini merupakan produksi PT HM Sampoerna, dan tertulis harga per bungkus di kisaran hampir Rp 50.000.
Melalui keterangan tertulis, dikutip dari Kompas.com, PT HM Sampoerna menyatakan informasi ini tidak benar.
Sebelumnya, bantahan yang sama juga disampaikan PT Djarum, menanggapi sejumlah produknya yang juga disebut dalam pesan yang sama.

Tanggapan PT HM Sampoerna
Direksi PT HM Sampoerna Tbk Troy Modlin menegaskan, informasi harga rokok yang viral tersebut tidak benar.
“Daftar harga rokok yang beredar melalui pesan singkat terkait produk-produk kami adalah informasi tidak benar yang disebarkan oleh pihak-pihak yang tidak bertanggung jawab,” kata Troy melalui keterangan tertulis yang diterima Kompas.com, Jumat (4/10/2019).
Ia menyebutkan, meskipun sudah disepakati mengenai kenaikan cukai, pihaknya belum menentukan harga jual eceran rokok pada 2020.

“Kami masih menunggu rincian kebijakan cukai secara resmi dikeluarkan. Saat ini, kami sedang berupaya menentukan bagaimana mengelola dampak dari kenaikan tersebut pada tahun depan,” ujar Troy.
Menurut Troy, kebijakan mengenai cukai ini lebih baik jika menetapkan golongan cukai perusahaan berdasarkan jumlah total volume rokok buatan mesin yang dilakukan.
“Hal ini akan membuat perusahaan-perusahaan besar membayar besaran tarif cukai yang semestinya, yaitu di tarif cukai tinggi untuk rokok buatan mesin,” kata dia.
Ia berharap, pemerintah dapat mendukung komunitas Sigaret Kretek Tangan (SKT) dengan cara meminimalisasi kenaikan cukai SKT dan tetap mempertahankan struktur cukai segmen SKT saat ini.
“Dengan menerapkan kedua rekomendasi di atas, pemerintah dapat membantu industri untuk meringankan dampak kenaikan cukai tahun 2020 khususnya segmen SKT dan mendukung mata pencaharian pihak-pihak yang terlibat dalam industri tembakau,” kata Troy.
Tanggapan Kementerian Keuangan
Sementara itu, Kepala Biro Komunikasi dan Layanan Informasi Kementerian Keuangan Nufranda Wira Sakti, saat dihubungi secara terpisah, Jumat siang, mengatakan, Kementerian Keuangan belum mengeluarkan peraturan mengenai harga jual ecer rokok.
Sejauh ini, Kemenkeu hanya menentukan tarif cukai hasil tembakau.
“Kementerian Keuangan melalui PMK menentukan HJE minimal dan maksimal,” kata Nufransa.
Namun, hingga saat ini, belum ada peraturan yang dikeluarkan mengenai ketentuan ini.
Sebelumnya, seperti diberitakan Kompas.com, 14 September 2019, pemerintah telah memutuskan menaikkan tarif cukai rokok.
Kenaikan cukai rokok sebesar 23 persen dan berlaku mulai 1 Januari 2020. Keputusan ini diambil dalam rapat yang dipimpin Presiden Joko Widodo di Istana Kepresidenan, Jakarta, pada 13 September 2019.
Ada tiga alasan yang mendasari keputusan pemerintah menaikkan cukai rokok:

Tak ada kenaikan sejak tahun lalu.
Ada alasan objektif menaikkan cukai yaitu menurunkan konsumsi karena alasan kesehatan.
Terkait urusan penerimaan negara.

Pemerintah yakin, kenaikan cukai akan mendongkrak penerimaan negara dan bisa digunakan untuk pembiayaan anggaran di APBN 2020.
